Malcolm Edwards was the SF publisher / editor at Gollancz, and 1984 was a fantastic year for Gollancz. Malcolm was responsible for publishing Neuromancer, Mythago Wood, and Empire of the Sun in that year (I think in the same month). So a new year's eve message is a nice tying off of a fantastic year.
