Robert E. "Jack" David (d. 2010) was a retired U.S. Army colonel whose served as the Executive Director of the South Carolina Employment Security Commission for 21 years. He also served as president of the Interstate Conference of Employment Secrurity Agencies (the ICESA refered to in the note).
